I teach English as a second language. I have been doing this for many years and in different countries. I don't think we should separate these words and decide what they mean. Note the situations where local speakers use phrases. How do you feel when you say that? In my experience, people tell their loved ones. You want this person to be happy and enjoy life. They may think they are working hard.

Or they may want to take the person out that day. When the answer doesn't come, I'm busy, we often hear that you are working hard.
